I know boring but for those who really do want to know;-

It’s an old sticker which was applied near the manual Hand Brakes that they did have in train cars – yea right, lets see someone stop a train at 50 kph with just one of these.

They were actually used in the shunting yards when “Bumping” Cars around the yard.

C’mon Dom, surely you recognise that reference as the often-modified CityRail sign “At night, travel near the guard’s compartment, marked with a blue light” (modified to “At night, rave near the guard’s compartment, naked with a blue light”).
